When Redesign Quotes Say “Whole-site Design,” How Do You Separate Old Content Preparation from Page Development?

Break redesign quotes into which old materials are handled and which new pages are implemented before comparing design and development costs. Equal page counts do not mean equal work. Procurement owners should define source condition, target page rules, entry responsibility and acceptance objects before asking for proposals and budgets.

Separate a Page into Different Tasks

An old product page may look like only text and images, yet redesign can involve model checks, attachment selection, image rework, field conversion and individual entry. Hiding everything under whole-site design encourages different assumptions; pages may be finished while content remains unpublishable. Choose a representative record and list current files, information needing business confirmation and directly usable parts. Designers discuss layouts, developers fields and content owners preparation actions from this sample. Include common records and exceptions such as missing attachments or long titles.

Success here is not an attractive page but agreement on who confirms, enters and checks the record, and which changes add work. Client supplies materials is insufficient: an unorganized folder and import-ready data are different deliverables.

Use a Worksheet to Check the Quote's Verbs

Create a scope worksheet with input, processing, output and acceptance for each item. For example, old exported product records are cleaned of discontinued information and mapped to new fields, producing a business-approved content package whose images, models and attachments match specified new pages. A list suffices; complex tables are unnecessary.

Question vague verbs: does migration include old URL destinations, adaptation include long mobile parameters, organization mean only copying, and testing cover downloads and inquiry notifications? Keep Quantity Separate from Complexity

Template counts affect design and development; record counts affect preparation, entry and review. State them separately. Shared templates do not remove checks for every record, while a few pages with complex filtering or states cannot be estimated as ordinary introductions.

Language versions need checks of image text, attachments and business wording. If only Chinese body text is supplied but other languages must launch together, assign translation, review and localized asset work explicitly. Do not simply multiply by a language ratio; actual work depends on changing objects.

Suppose some old products remain, others are rewritten and the rest deleted. Have all proposals handle the same samples and treatment rules. Omitted material work in one proposal is not evidence of lower cost for equivalent work.

Trace Changes Back to the Original Scope

Missing old materials may still emerge after scope confirmation. Record gaps, affected pages and temporarily approved content. Designers should not casually invent performance, customer cases or commitments to fill layouts.

When requirements change, identify whether inputs, rules or outputs change. A new download type may affect fields, pages and tests, whereas a text correction is usually content work. Additional charges depend on agreements, not how small the change appears.

Keep approved versions and change logs during procurement, then return to the worksheet at acceptance. Success means each price difference can be explained through specific work, without guessing what whole-site means.
