A website proposal should explain required materials, accounts, external authorization, and ongoing responsibility for each function, helping buyers identify unstated prerequisites. This suits companies comparing proposals or preparing contracts. A function name does not establish that its dependencies exist. Missing conditions may affect scope, scheduling, and maintenance and need clarification before implementation.
Break every function into inputs and results
For ‘multilingual support,’ ask who translates, how versions are approved, and what visitors see after switching. For ‘inquiry support,’ ask what is collected, who receives it, and how failure is handled. Every technical detail need not be specified immediately, but both parties should understand work objects and expected results.
Record five questions for each function: which materials are used, who supplies accounts, whether external services are required, how acceptance works, and who maintains it after launch. Mark unanswered questions for confirmation. Familiar service names are not a reason to skip conditions.

Do not hide external dependencies in function descriptions
